Many times a library will only have one license for a particular ebook. If that ebook is popular and lots of people want to read it there will be a waiting line to check out that title. If I'm next in line and the person who has the ebook wants to extend his loan period for an extra 14 or 21 days I would not be happy and that means I, and everyone else in line behind me, would have to wait.

Agreed, but this is the way my library works for physical books. I can renew a physical book up to something like 3 times if I'm not done reading it, even if others are waiting for it. I thought it would work the same for ebooks.
Speaking of licenses, how much does it typically cost for a library to get ebook licenses for books? How does it compare to physical book purchases?
