Really, what needed is some sort of unified UI to designate "important" tags. These tags would then be used when sending to device, generating catalogs and in the tag browser.
I'd envisage something like this:
1) A list where users can manually designate tags as important or not
2) Two regex patterns:
- An include pattern: Matching tags are added to the important list automatically
- An exclude pattern which is applied to the important list after the above two steps
