There're lots more than 50 dump-trucks in the public works department. And they're all equipped with attachments for plows. Even the garbage trucks have attachments for plows. But noooooo! We can't put plows on any of those vehicles, because anything with a plow must be driven by a member of the right union, and the city only has fifty of those. Letting the other public works department drivers run a plow would violate the union contract, and we can't possibly have that. Far better to have all the secondary roads still with only one lane clear TWO FARKING WEEKS after the *^%*&^% snow storm.

P.S. OK. A neck tie party is really a bit too extreme. Can we just tar and feather them and then run them out of town on a rail?
Now, now, tar and feathering is much too good for them...And it costs money! (Have you priced oil lately?) Here's a Red approved better answer...

Tie 'em all to an individual rail (to the left, one per rail ) and plant each rail in a random alley... And the only people who can look for them have to drive a snow plow....

If this is considered too cruel, just tie the paychecks to the random rails.....
