i.e. Norway/Switzerland etc get a s**tload of snow every winter so get a relatively low mpas (medals per average snowfall) score - if Ethiopia or Kenya win a medal, that is much more impressive (imho).

let's not forget the numbers of mountains in the equation.
So the formula should be something like this:
Number of medals relative to the population of the country relative to the amount of snow per year relative to opportunity to go downhill.
I'll let someone else figure out how much each aspect should count.
