Well not sure if it would fix, but the batteries in the PP (and same with your mobile phone etc) take 2-3 (sometimes 4-5) charge/discharge cycles for the battery to calibrate and (as best) accurately determine when it is full/empty.
Robert is correct, the gauge is only a rough guide. Heck when I got my PP my first bar lasted a good couple of weeks, but the remaining 3 bars dropped down in a few days. It did take a few charge cycles but now each bar lasts about the same number of page turns - BUT IT IS A ROUGH GUIDE.
I would do a 8-12 hour charge and use it until it runs right down (if you use the latest firmware it actually prompts you to say the battery is low and needs charging), and do that 2-3 times.
