ecoli does not exist interior to meat. ie; the inside parts of roast and steak and so on do not carry it. it rides on the surface of meat and is triggered by airborne contact. the ecoli gets on the equipment which is then not cleaned correctly and then you have an outbreak.

Exactly. The colis come from outside. They
should not but they mostly do. Mainly because of human carelessness.
Now, the E.coli itself are not the problem. The problem is, that they are resistent against antibiotics (not all, but against enough) ant they tend to pass this resistanse to bacteria, that
are pathogen (make you sick). Some of them come also from outside, some of them might be in the meat itself, or the bones, ligaments, etc. So it is a pretty long chain of bad luck to get sick by raw meat, and still tha chances are
much lesser, if you cook it.
