The extra $2 you're seeing there is the international 3G roaming charge, which international customers pay whether they use wireless download or not (US-registered customers only pay the charge if they actually use wireless download while outside the US, and pay nothing if they download to computer and transfer via USB). Depending on your IP address, you may also pay relevant VAT on top of that charge, depending on your country's VAT on e-books.
