IRB = Instituional Review Board. You have to present research to them before you can apply electrodes, etc to humans for research. I was going to dodge this one and then someone came up with a reason that the section chief couldn't be the Site Primary Investigator, so the Dept Chair had to be.

I really dislike IRB meetings.
