No, they've said retailers (well, Amazon in particular) have to change their e-book pricing to bring it into line with what Macmillan wants to charge.

Fictionwise and Mobipocket currently do exactly that, Apple will be following suit in March when their store goes live, and Amazon will be soon. If you want to know what Apple and Amazon's prices will look like in a month, look at what Fictionwise/Mobipocket's prices are today, since those are the prices Macmillan has set.
