Yes, the Apple A4 iPad chip is based on ARM technology, but it's somewhat special. It's suggested that it includes a ARM Cortex-A9 multi-core CPU as well as an ARM Mali GPU. You can read more about it

I agree - it's vey unlikely that you will find Windows 7 on an ARM-powered Apple device.
