Can't remember about BoB, but Fictionwise has always implemented such a policy, since I've buying from them, a few years. It is clearly written when you go to the cart that "A handling fee of 50 cents will be added to your total if it is under $5.00 and paying by credit card/PayPal."
Micropay is exempted.
Nothing new, alas.
