Primarily because usage patterns will ve different for iPad and iPhone. iPad doesn't make calls, doesn't have a camera, you don't take it with you everywhere every day, if only because it weighs more. iPhone doesn't have iBooks, so why make iPhone users have to sift through all threads about iBooks?
