If a seller puts out a house for sale and gets an offer that is the asking price, then they cannot take a second offer that is less but has some form of "deal" with it. At least it's that way in WI. I had a house for sale that I got two offers for and was going to go for the second because the first wanted me to remove an above ground pool. However, since I had countered with them first, I had to go with their acceptance of the counter.
