This is because you are a "US Customer", not an international customer (one you admits they live outside the US). You pay a $1.99 per book download fee (and pay it every time you download, so could pay much, much more for a book if you downloaded to multiple Kindles while in Mexico), while internatonal customers pay $2.00 more per book (note, this is not a rounding error - they pay a penny _more_ than the download fee), plus the VAT tax required by their country (which is zero in Canada, but not in all countries).

International customers do not pay a download fee - it doesn't matter how they get the book, via Whispernet, download or to Kindle for PC, they pay no download fee at all, no matter how many times they download the book. They do, however, pay a higher price per book, one time, up front.
