I think they refer to the order in which the books were added to the device, regardless of whether they have been opened or not. Microsoft Reader, for one, has the ability to sort ebooks by "date acquired", as opposed to the file creation date. Fairly easy to do with systems that use a flatfile database as a bookshelf.
To implement such a feature on an open file system like the PB360's would require something like a daemon that takes regular file system snapshots to detect changes in the file system to flag new files and change the file creation date.
Me, I'm not sure if the added value is worth the power consumption.
