I'd say it was much more about the personal growth of Macon - his self-actualisation. The relationship is sort of an aid to an end, not an end in itself - storywise. This is a novel about Macon, not a novel about Muriel and Macon. It's drama with some humour -- not quite romance, in my opinion.
