I live in Oregon, and the Deschutes County Library serves our (very large) region. They use Overdrive and support download of AudioBooks. From the library web site, I don't think they know EBooks exist. EMails asking about their plans in this area have not been returned...
There are no libraries within 500 miles that do support download of EBooks.
