Not necessarily. Perhaps you haven't noticed, but if you scroll up when the selection bar is at the top, the bar will jump to the bottom. So the number of keystrokes actually depends on the distance between the initial position and the text you want to select, regardless of what the initial position is (center, top, or bottom).
