Yes, it was done in the XML. But I've been using it for a long time and I've not found an issue with it being global.
It doesn't sound like kartu is disagreeing with the idea. It sounds like he is saying it is difficult via XML to do that via the on the fly key bindings that he has implemented.

However if you can have it work fine via the key binding section for menus and for reading then creating a global setting that changes both at once should be possible as an option. Of course being implemented globally is just prettying it up since we already have that functionality via the other two bindings.

I have set both via key bindings and it works great.
