I work for Kobo and post on here from time to time.
I think grooks is likely on the money with this. We run a separate server that hosts our ePub downloads that uses (to get a little technical) a non-traditional port (8080 instead of 80). It is possible that your computer or your router or your company has a firewall that is preventing access.
