The v1 and v2 iLiads are essentially the same thing. The only real difference between them is that the v2 has a slightly larger battery. They did offer a battery upgrade program to v1 owners so that you could get the better one. It was even a free upgrade for many people.

iRex doesn't write the PressReader software that is on the DR1000, which is what does the newspapers. That application was written by another company. That other company are the ones that decided whether or not they wanted to support the iLiad.
