I'm not sure if this will exactly relate to your problem but there was a member some time ago who used to check out library books quite frequently. I believe the member used to read a book a day and would typically check out 5-10 books at a time then at the end of a week return all the books they had read at one time. When returning a bunch of books at the same time or returning so many books over a short time frame it gave the error that they could not return any further books until a certain time limit elapsed. I do not know if they were allowed to download more books. This error may be different from your error but may provide help in figuring out your problem.
