I'd say there's an outside shot for WinCE or the iPhone version of MacOS. Those have much lower hardware/power requirements (400 MHz ARMs, for example). Combine them with a low power 5-9" b&w display of whatever kind, and you might pull it off. The WiFi/Bluetooth/cellular radios would have to be under tight control, and the display would not be backlit. You'd also probably want a Wacom digitizer, which would add weight, cost and power, but will help screen legibility a lot. I'd give a tablet a 35% chance of success given all that.
