Oh, grandma, I am so happy you asked. Actually, there is only one correct answer if, by correct, you're looking for the most logical one. To obtain TP (but this also applies to rolled paper towel dispensers) in the desired length (meaning only that which is not currently rolled up), you should install the roll so the paper feeds from the top. If you don't believe me, try it yourself both ways and yank it one-handed with a bit of a sideways motion and see what happens. If you install the roll upside down so that it feeds from the bottom, you're likely to get a few thousand feet of paper unrolling from the roll. If you install it correctly, you will get only what is not currently rolled up.
