Of course they have a legal right to request them. They can request whatever they wish. You, of course, equally have a perfect right to decline their request if you wish, and they then have a right to decline to sell you any further books. Nobody has a "right" to buy books from Amazon - they can choose to decline to sell to whomsoever they wish.
