Many years ago I was staying with some friends for a few days, and began to read a sc-fi short story anthology they had. One of the stories stuck in my head, but I have no idea who wrote it (H.G. Wells perhaps??), nor its title.

The premise was a society of human-like beings whose planet, for reasons I can't recall, was no longer habitable. They collected thier own DNA, altered it, and re-introduced themselves in the ocean. The beings in the water had some early records but because they had been damaged, were unsure of their origins. One particular thing I recall is that they had knowledge (from the books) of chemistry, but were unable to practice it because the chemicals would float away whenever they'd begin an experuiment. This too made them curious about their origins.

Does anyone here know the title of this story? If so, thanks in advance!!
