I would personally use a 3-level heading hierarchy.

Level 1: Mains, Desserts, Soups, Snacks & Sides.
Level 2: Meat, Fish, Vegetarian, etc.
Level 3: Recipe #1, Recipe #2, Recipe #3, etc.

Please see attached files. You might like this 3-level structure more.
