Our current apartment (which we will be joyfully departing at the end of July) does
not have good sound blocking windows, and is, literally, 15 ft from a very busy surface street: lots of road noise from cars, and idiots who think that 1:30 AM during the week is simply a great time to have private conversations at the tops of their lungs on the sidewalk, and those who generously share their 'music' with the rest of the world (I
assume it's music, since all we really hear is "thump-thump, thump-thump").
Speaking from that experience, a simple box fan can make a
lot of difference in dampening whatever gets through the windows (or the ruddy
walls) -- cheap
and effective, a rare combination. We keep one on every night, mostly pointed at the wall as we don't really need the cooling effect, just the white noise.
The new place is so quiet that at 10pm on a Friday night about all we could hear were air conditioning units cycling on and off, we may need the fan there to cover up the
quiet.
