Speaking from that experience, a simple box fan can make a lot of difference in dampening whatever gets through the windows (or the ruddy walls) -- cheap and effective, a rare combination. We keep one on every night, mostly pointed at the wall as we don't really need the cooling effect, just the white noise.

The new place is so quiet that at 10pm on a Friday night about all we could hear were air conditioning units cycling on and off, we may need the fan there to cover up the quiet.
