Actually, I'm not surprised at all.
On the Internet, people are used to paying a flat rate for connectivity. They are used to paying for access to a site (as opposed to paying per article).
On the cell phone, people are used to paying by the minute or by the byte.
So, for internet use, using more internet doesn't necessairly incur a higher fee. But on the cell phone, it does.
