This must be a new twist to the geo-restrictions at Fictionwise since it's the first book I came across with the message.
Normally books would have a notice like:

Four Scarpetta Novels bundle they've done the opposite.
The notice reads:

GEOGRAPHIC RESTRICTIONS: NOT AVAILABLE to customers in: AI, AU, FJ, GB, GH, IE, IQ, JO, MM, MS, NA, NZ, SL, VG, ZA, ZM, ZW, IN

So I guess any territories not specifically excluded are free to buy the book, unlike the normal notice where only the included territories could buy the book. Yet another layer of possible confusion for prospective buyers.
