This makes sense to me. Since members of the same household often share their accounts (not always, but if you can figure out a way to tell when they do vs when they don't, I'd like to hear it) it makes sense to treat the group as a 'household' account.
My suggestion is, if you have people living at home for which you don't want to take financial responsibility, establish separate addresses for them. Not that I know of any way to force them to use those addresses, except possibly to return any mail for them that's delivered to *your* address. And there are undoubtedly possible bureaucratic obstacles to doing this-here it's a simple as adding a 'room number' to the address.
Amazon *might* still treat it as a household group, but IMO they'd be more likely to treat it as an apartment house with that sort of address.
