Yes. Which makes it an interesting option for WiFi-less locations. However, I don't know if it will be released in Europe, and Amazon will presumably have to have a cell phone network provider for this feature to work.
Perhaps the best near term option is to get a Sony Reader but for DRMed books buy MS LIT only. That way you are not locked into the Sony long term.
