Sometimes a publisher thinks they have the right to sell an ebook in a given country, but they don't and it gets withdrawn. Or perhaps it is just a mistake (i.e. it should be available).

In the case of "Stranger in a Strange Land" it is available at almost all US ebook stores, except Amazon. I don't see why B000TO0TDK is "not available for customers from: United States", since ACE is a long standing US publisher and is now part of Penguin Group (USA).
