I think that depends on whether the voters agreed to that particular solution to the traffic problem.

Often it's better to not raise these types of issues at all; once the urban planners get going the 'solution' is generally worse than the problem imho.

I used to walk along a busy road that pedestrians found dangerous to cross. The 'solution' wasn't a crossing in a sensible place; it was a mile of barricades shepherding pedestrians to the nearest junction where they could cross in installments when the various traffic lights went red; and then walk the mile back to where they wanted to cross to in the first place.
