Yes it's a toy that parents can use as a sort of modular storybook with their kids. It's a device that is intended to be used in a classroom or at home, where it can be readily charged and used for a limited-time sitting.
As far as the LCD, it's the best option right now for such a device, until flexible color OLED screens become more affordable.
Taiwan's ebook market is quite immature and unexplored. There are a good number of devices being made and developed here, but there aren't that many being sold domestically. Most one of the ones proposed for the Taiwan market are pretty much as pedestrian in performance and abilities as you can get, and never quite make it to the public. The Story Book seems to be selling a bit more though, perhaps because it's attractive to parents.
