Hamilton's library system does have ebooks (and they do have some ePUBs, although not very many yet). Here's a link:

You can also check with them to see if they have reciprocal lending agreements with other library systems in Ontario. At
http://search.overdrive.com/ you can find out which of Ontario's libraries have ebooks.
