I am going to hazard a guess that the Rotterdam situation is fairly nonstandard. this guy is writing to an audience that is going to now assume that they can trot on down to the Detroit public library and check out an ereader. once again... willing to stand corrected about common usage that most readers of this particular magazine can expect
