The U.S. Berne Convention Implementation Act of 1988 came into force on March 1, 1989 making the United States a party to the Berne Convention. The Copyright Act of 1976 while narrowing the differences between the U.S. law and the Berne Convention, did not make the U.S. a party to the Convention.
