That depends where they live. In Scotland, the "age of criminal responsibility" is 8; in the rest of the UK it's 10. There was a very famous murder case here in the UK a few years ago where two 10-year-old boys abducted and murdered a 2-year-old; both boys were convicted of murder and imprisoned.
