On Linux, the Gimp rules, but that's as much because there isn't a Linux port of Photoshop as anything else.

That's valid, and I know an assortment of folks like you. On Windows, I mostly use Paint.NET, a free, open source paint program intended to replace the bundled Windows Paint app. I have the Gimp and an older Photoshop, but seldom need either.

Under Linux, I also use MTPaint, which is not as feature filled as the Gimp, but smaller, faster, and runs on older lower end hardware.
