Thank you all for the suggestions and the laughs. I have some new buddies in the call center as well. Since I just paid $50 yesterday, I'll keep it for now, and investigate your other suggestions.
Anyway, there is a solution --before and after -- Here is the Norton team's response:
In order to install and use the electronic book library program with out turning off
the Sonar protection, we can change the trust level of that program so that you can
use it.
Please follow the steps given below to make the electronic book library program as a
trusted program of Norton.
* Open your Norton program.
* Click on Settings in the Network pane.
* Under smart Firewall click Configure next to Program Control.
* Click on Add button and select the electronic book library program to set it as a
Norton trusted program.

There is also a method to restore the file by clicking on the Quarantine, options, restoring the file and checking it as trusted. I missed that the first time through. It says it has completely removed the file, but it was actually quarantined.
