Looks more like an attempt by Sony to ape the iTunes store. If they try to sell digital content internationally via this new store, they'll still have to deal with all sorts of international rights issues -- not just for books but for all the other content as well. Besides, they are likely to do some additional international expansion, but knowing Sony it's unlikely they would actually coordinate well enough to sync that with putting out a new digital store.
