What I found on the Gen3, it does charge for (some) 3 hours, then stops to prevent overcharge. Should be full by then anyway. Besides, it does not seem to charge any less, when plugged in on full battery.

[EDIT]Sorry, just saw your post.
Could be that the USB-port of your PC does not provide enough current to charge at full speed.
