For me at least, this is not the case. Both my server (which is on 24/7, making it an ideal charging station

) as well as my workstation do not have the Sony Library software installed (I once installed it on my workstation, but seeing how badly it was written quickly decided to abandon it) yet the reader charges from it nonetheless.
I have also tried using a Wallsocket-to-USB converter (designed for an iPod touch - oh the irony), that however did not work. I guess the reader does need some kind of OK signal, but for me at least EBL is not required (luckily).
