No, certainly not in United States. I'm not sure about Poland as I'm no law expert - but if in Poland there is such a law, I don't think anyone has tried to use it to make other people pay money or intervene in the way they do business yet. And somehow the economy is working. I don't consider this law a step towards civilisation, and hope US will turn back towards freedom someday.

EDIT: It might be interesting seeing e-publishers being sued for discrimination, but they would probably say that they're not allowed to sell to people from different countries, so the decision is not theirs, just a result of the contracts. I wonder if that would mean they should stop selling ebooks altogether to refrain from breaching the law.
