The Nintendo WII did it. It creates an artificial demand and a level of excitement. If you can get people talking about your product that is worth more than any paid advertisement.
But I don't think it's artificial. I think they rushed their product a and are not ready to meet the demand, however small it might be.
Personally I think having a shortage is going to back fire. Most people are jut going to buy SONY or Amazon products.
