It was the final "we're going to take you to court unless you pay" visit. They need a court order to cut you off here (and what they actually do is get permission to enter and install a pay meter, rather than cut you off per-se). If I'd stonewalled, well, nothing would actually of happened to our power, since it was the rep simply coming to the wrong road (following a GPS, predictably enough).
