This can be the matter of setting just a couple of flags/if's in the firmware. I mean, the program can check either at boot-up or at any other time if a particular piece of hardware is there or not and then enable/disable the appropriate options. So if there's no charger unit, the "charge" option never gets triggerred, even if it is coded somewhere within the firmware.
With mp3s this could be a different thing, depending if the decoder is hardware or software. Should it be software, including it in the firmware for a device that lacks mp3 playback would not make much sense, because of licensing fees.
