Thanks Nevir. I can now see how Amazon is contributing to my confusion over device level vs. book level limitation.
The error message is clear in what it says about clearing the problem, but it focuses on registered devices without saying that the limitation is based on the number of downloads to unique devices and not the number of registered devices that could potentially accept a download.
If you had a large number of devices registered, more than Daffy4U even, you would have to take care to deregister one of your devices that had previously received the book in order to download the book onto another of the registered devices. Deregistering just any old device will not do the trick. It has to be one of the devices that currently has the book on it. Hence, a book level limit hiding behind a device level facade.
