Feedbooks.com is the best, and easiest way to make your work available in as many ebook formats as possible (it's point and click). Although if you're after feedback (of any kind) Feedbooks won't provide it. After 11,000 + downloads of my work I had one review.
Blogs seem to be used by lots of writers, but I'm not a fan of them and I believe they're quite useless (unless you're one of the very few who manage to keep a blog audience,
David Wellington is the exception rather than the rule).
For critique I'd go with UtterInanity's suggestion and join an on-line group that is targeted toward writing.
